well i absolutely think it is. but it definitely isn't an overnight thing it'll take a long time, but there will be improvement. You just have to find some kind of program that has plyometrics, cuz that's really what's going to help. Just the quickness and first step, i think are probly the most important. so yea i gotta go but i'd love to help you, and i've seen my speed increase over the years and think it's rediculous when people say it's impossible to "teach speed" although it's somewhat natural, it can also be acquired.

Basically, Its a training technique that improves your acceleration by shorting the time it takes for you muscles to contract and expand. Technique is key when doing plyometric training, so you should only practise it under the supervision of a qualified trainer.
My only advice, if you cant be plyometrically trained, is go to the gym and do squats, and leg lifts, but always stretch out as much as you can. Building up strength and flexability in your quads and thighs will improve you speed. If you do this in conjunction with beep tests, or sprint training, you should significantly improve your speed.
one of my friends did like some plyometric workout thing for a few months and i think he definitely got stronger and faster
