Which club in Mexico has the best youth system? i.e. a reputation of producing talented young players

Currently it would be Chivas, atleast IMO. But of all time, Atlas. :sad:

Right now Chivas! Atlas was the best a couple of years ago but now from what i've seen!

Atlas has a great eye for talent and it has showed in the past but right now apart from Guardado there hasnt been that guy that has changed the team, I think right now its like this
