Who would be the most appropriate for the job and what changes would he mean concerning tactics.

Tomiclav Ivic is too old. He's been a wash-out already for years.
The best man for the job would be Otto Baric, but he's already engaged. A long-shot (due to political reasons) would be also Ivica Osim, but he also has quite a wealthy and secure job at this moment.
Ivo Susak has been mentioned, too...

I don't know about Susak, only because of the failure of the juniors. You can't blame it all on him, but I have my doubts because of that.

That's true.
Also, I know many cases when a great junior coach created a great generation, and then, after he took the same team as a senior coach, it failed. It's because he was too much friendly with the players.
3-2-3-1-1 or 3-6-1 or 3-5-1-1
not simple 3-5-2, it's getting slow in modern days. We could check it out in Euro'2000.
