Russian President Vladimir Putin has said Moscow is preparing to take retaliatory measures if the US builds missile defence systems in Europe.
He described as non-existent the threat from Iran that Washington says the new system is designed to counter, suggesting it might be aimed at Russia.
Last week, Russia said it had tested a ballistic missile to maintain "strategic balance" in the world.
The US says the system, to be placed in eastern Europe, is not aimed at Russia.
Washington wants to deploy interceptor rockets in Poland and a radar base in the Czech Republic to counter what it describes as a potential threat from "rogue states" such as Iran and North Korea.
'Not our fault'
Mr Putin made his comments in an interview with foreign reporters ahead of the G8 meeting that starts in Germany on Wednesday.
US President George W Bush is due to meet him at the three-day summit in the resort of Heiligendamm.
The BBC's Rupert Wingfield-Hayes in Moscow says if Mr Putin's words are anything to go by the summit is likely to be stormy.
Mr Putin said he hoped US officials would change their minds about the missile defence plan.
"If this doesn't happen, then we disclaim responsibility for our retaliatory steps, because it is not we who are the initiators of the new arms race which is undoubtedly brewing in Europe," he said.

Mr Putin said neither Iran nor North Korea had the weapons that the system was intended to shoot down.
"We are being told the anti-missile defence system is targeted against something that does not exist. Doesn't it seem funny to you?" he asked.
Meanwhile top Iranian security official Ali Larijani described the planned deployment as the "joke of the year", adding that Iranian missiles were not capable of reaching Europe.
'New targets'
Mr Putin said a new arms race would be the fault of the US.
He said Washington had "altered the strategic balance" by unilaterally pulling out of the anti-ballistic missile (ABM) treaty in 2002.
"If the American nuclear potential grows in European territory, we will have to have new targets in Europe," Mr Putin said.
"It is up to our military to define these targets, in addition to defining the choice between ballistic and cruise missiles."
Last Tuesday, Russia tested an RS-24 missile that successfully struck its target 5,500km (3,400 miles) away.
It was designed to evade missile defence systems, Russia's defence ministry said.
Mr Putin went on to accuse the West of hypocrisy in criticising Russia's human rights record.
He said the US was the main violator of freedoms and human rights around the world and that France, Germany and Britain had problems of their own.
Finally he accused Britain of foolishness in trying to extradite former KGB officer Andrei Lugovoi for the murder of Alexander Litvinenko, another former KGB agent and a critic of Mr Putin.

Ok it's a few days since I first posted that (the thread was awaiting approval). Seems that there might be a possible concession with Russia agreeing they might be prepared for a Azerbaijan. Of course that was a former Soviet Republic and closer in ties to Russia than Poland where Bush wants the missiles. Interesting Rhetoric.
This is a very tense moment. Anything can happen and many people were afraid that one of these super power (either Russia or China) were going to go haywire against the US and do something drastic.
I hope nothing happens and that the two parties find a peaceful solution or else we will see more bloodshed and unneccsary violence.

I doubt anything drastic will happen. The superpowers know that no one could afford the consequences of a third world war. It's just sabre rattling at the moment and don't expect it to escalate. It will be interesting to watch though. Neither country will want to lose face politically.

I said while ago, final showdown will be against Russia.
Whatever is going on right now is just small training, wich USA is losing anyways, but showdown with Russia will go nuclear:sad: .
As someone said before, i dont know how we will fight WWIII, but WW4 will be fought with bow's and arrows !

nothing will happen. US will probably wait till putin's presidency ends and then will put the missile defences. i still dont understand why putin isnt allowing them. maybe its because he then will be pretty much powerless from his nuclear armforce? US said that these defeses are from potential attacks from Iran which they probably are. there has been a proposition from the russians to set these defenses in azerbaijan.
putin is abig bullshitter though. he is basically lying straight in everyone's face with his accusations and his statements. too bad the russian people are too stupid to understand this and are so easily influenced by the russian propaganda.

He is not doing that, because he is really giving a shit for Serbia that much, instead of them selfes, russia is using their "veto" now as an example to the world and europe, to tell the still "Importance" of Russia in the world conflicts/solutions, russia is the last one to mind about Kosovo, because russia was not part in rebuilidng peace or finding solutions for kosova, as other european countries did, now with ahtisari plan which is supported by most all western europe countries, middle east south asians and the US.. russia cannot stop the whole procces alone.
the independence of Kosova is unstoppable.
And that is the only way for peace and stability in Balcans!! Serbs must know it!

Why couldn't Russia stop the process alone if all they have to do is use their veto, China also made it public that they disagree with the plan, which makes 3 vs 2 among the countries that can use a veto, this isn't a very convincing ratio. Kosovo is the major problem in Europe right now, and it cannot be resolved by a simple plan like Ahtisaari's. It will take time and rational thinking. If we REALLY want peace in the Balkans, Kosovo has to go but Republika Srpska has to join Serbia, and probably even Herzegovina to join Croatia. Evidently, the USA don't give a ***k about the Balkans or peace in it, because if they did those things would already be done. The only reason the Americans want Kosovo's independance is to have a valid reason to have built their military bases in Kosovo. This whole situation is creating a lot of tension between the USA and Russia and yes, a Cold War could well be on the way.

The ahtisaari plan is supported world wide dude, or lets's say the majority of countries supports it, its only Russia and Serbia who let'se strongly disagree with it, and other serbias allies who i would mention(Greece) perhaps. and its not because they dont think the ahtisaari plans brings peace, but because their doing it for serbia's sake..
China doesnt know what to vote yet ?! but i'm sure if they do enough recearch on kosovo issue, they will for surely be pro the plan, because honestly a Kosova under Serbian rule again, does just not work, and cannot be imagined by Kosovars!!!
The Us and European countries knows as well that when even MONTENEGRO could not stay with Serbia, How in earth then will Kosova Albanians do ??????
besides the US and many european countries has as well made it public that IF the goverment of Kosova declares its independence they will all recognize it one by one !

Montenegro is a country inhabited by 15-20% Albanians or ethnic Muslims which deeply explains why they voted for independance, which was won by 0.4%. The whole process was led by Djukanovic, Milosevic's best friend. The EU doesn't care about Montenegro, they could've stayed with Serbia and there was no problem with that. The funny thing is that before the referendum G17 (a party in Serbia) made a vote concerning the referendum and 92% of Serbians say they would rather see Montenegro separate. But what you say about Montenegro "not being able to stay with Serbia" is obviously pure bullshit.
China HAS declared "No" to Ahtisaari's plan, this is a fact that you should verify. The government of Kosovo can declare independance whenever they want by the Russian veto will stop it, wether we like it or not. Who are the USA to even decide about such things as a country's sovereignty. Furthermore, UN Resolution 1244 states that Serbia's borders will not be modified in any manner, making Kosovo independant would be against UN rules, which once again proves what a hypocrite the West is.
Russia, more than ever, is prepared to challenge the Americans and I am not saying that he cares about Serbia that much. In fact Russia cares about Serbia just as much as the West cares about Albania, but both want to prove something.
A compromise is the only true resolution, if, like you say, we want peace in the Balkans.

lol so do you want, huge border changings in balcan countries just because of Kosovas independence, Kosova deserves its independence just like any other x yugoslav republic did. besides europe doesnt allow such things, since if we go after that, then the western part of macedonia and the southern part of montenegro should join Albania because they are Albanian majority there, and hell then Kosova as well....
But kosova is not allowed to join Albania, and if their not allowed to do that, then they should either stay with Serbia, they proclaim they can make it on their own, lets'see if their right i think they can and they will be. ;)

that is something the former Yugoslavian state denied time after time before, later then the serbs did, and during milosevic regime kosova didnt even had the name of the "autonomous province" anymore as he thought he made it all Serbia, so the issue couldnt be proclaimed to the world properly because of the opression.
but that doesn't matter much now, what happend that time, since the independence is the main and best resolution for peace and stability now.
of course according to majority!

To conclude, Russia is not anyone to say someone cannot be independant but it is simply respecting UN Resolutions and established laws.
Look at Quebec in Canada, an all-French and Catholic population, and still it is a part of Canada. If we were all to say that the majority in a certain region of a country should separate there would be 10,000 countries in the world.

The problem is Serbs don't want Croatia nor Bosnia, but just the parts where Serbs live/used to live. Tell me what difference is there between Republika Srpska and Kosovo.
RS is governed by Serbs and not anybody else, as you say.
Serbs inhabit that region.
The habitants feel they want to separate.
Therefore, RS should be an independant country?

Well it's not a case of not allowing them. He can't stop the U.S from building them but can create a political crisis out of it. I doubt very much that the U.S. would agree to azerbaijan so a compromise will have to be reached. Russia wouldn't be happy with anything the U.S did in Poland due to the fact the Poland was a Soviet member state. The U.S. are getting more and more influence in the old Soviet countries and Russia has less and less influence. Not something Russia as a political power appreciates methinks. As I say it will be interesting to watch but there will be no U.S - Russian war. That would be endgame!

The news channel CNN just shows that president Bush confirmed that his watch was not stolen or anything as he has it with him home, but it was one of his budyguards that took it from him, for what reasons i dont know, but the the important thing is that Bush's watch was not stolen he has it withhim, and there were non of the crows who tried to take it...

The Albanian people treated the president like a rock star or a movie star, shaking hands with him, grabbing him by the arms and wrists, reaching out to embrace him and even ruffling his hair.
The video showed Bush's obvious delight at the attention being poured on him. He continuously reached into the crowd. He was even kissed on the cheek.
An Albanian bodyguard who accompanied Bush in the town told The Associated Press he had seen one of his U.S. colleagues close to Bush bend down and pick up the watch.
Bush's visit to the tiny Balkan country, the first ever by a U.S. president, was considered as historic.

some bullshit from putin. how does this effect the national security of Russia??? it a freaking defensive missile base! its not an attacking type of base. putin simply doesnt want them to set up the missile shield because he knows his shitty outdated rockets are easily intercepted if there is a cause to use them.

Kosovars are descendants of Illyrians, all albanians in general are descendants of them, and probably the first ppl to inhabit the balcan region, the serbs in the other hand, are not even from Balcans, their slavs from the carpathians of russia, the serbs settled in balcans during 6-7 century only,
but Kosova was way before inhabitted with Albanians and was part of Albanian kigdom, so what happend then ? Ottoman empire came and invade this area as well as kosova, during all these time Albanians has allways been majority in their land kosova, when the ottomans were driven back, and left the balcans, the European super powers and especially Russia, managed to take Kosovo away from Albania, and was given to the Serbian republic, since that time Kosova was under serbian rule, in the wwII Kosovars fought again, and managed to be free for a period of 5-6 years, but again under the leadership of Tito and Yugoslavia kosova again left in the hands of Serbia.
in 1999 Albanians were still not satisfied with this what happend, and because their land was still occupayed they took up arms and wanted to re-independent their land. since then Kosova is under UN, and is wating its independence, they have great support from almost all european countries for their independence as well USA, right now only russia and serbia are those who are agaisnt the ahtisaari plan for Independence, but that cannot stop from independence, since many countries are thinking to recognize kosovas independences alone, and so it looks to be.

Kosovo is Serbian land, on Wikipedia we can find the population of Serbs and Albanians centuries ago, we can see it was always inhabited by Serbs before. History proof: How the Serbs (Servs) came to Balkans!
In the 5ht century, there was a climatic change in the Carpates, the Homeland of a Russian tribe close to modern (Kiev) now called Serbs.
This change made the land unproductive; thus Serbs spread all over Russia looking for Food and begging for something to eat.
They worked as servants for the royal families in Russia. They were considered as a low level society, similar to gypsies.
Later on, when Tsar Petri 1st of Russia came to power, he wanted to clean the Russian nation from gypsies and beggars, category where the Servs (Serbs) were included.
So, he forced out of Russia both the gypsies and the Servs. These people came down on the Balkan Peninsula, which at that time was mostly occupayed by the Byzantine Empire.
In 577 AD, around 100,000 Slavs (Servs and Gypsies) invaded Illyria,
at that time time under the reign of the Byzantine Empire.
After 50 yearsm in 627, when Heraclius became the Emperor of Byzantine,
He had difficulties fighting the just-created Arab states which were of Muslim religion.
On the other hand, the northern part of the (balkan) Empire, was continually under the attack of Germanic tribes (Visigoths).
Therefore, he made a pact with the Slavic invaders, The Servs, so that they would be given Land on the Illyrian soil under the consition of protecting the Empire's borders.
This is how the Servs (Serbs) came to Balkan Peninsula. However, after the fall of the Byzantine Empire, they didn't go Back. They stayed...

Once again, Hecuran is unable to understand there exists several theories on the origin of Serbs. Not only on this topic, but on the origin of every race and pretty much every topic in the world. bas in turkish means like do something or come up with something, in azeri it is often meant as 'score someone', have sex with someone. So, imagine I and plenty of people are at the meeting at work and the turkish woman (she was in her 30's we were very good friends) says 'Ayaz bas mene', 'bas tez ol, mene kemek lazimdir' - everyone else were azeris and they were looking at me like well done mate, you've progressed with your boss's boss... and comments like well done, we never thought you're that good with cheeks...
that was pretty funny and embarassing to both of us, especially after the meeting when I explained her what that meant.

Russia has raised the idea of moving new missile forces to Kaliningrad, close to Poland and Lithuania.
First Deputy Prime Minister Sergei Ivanov linked the possible move to US plans for a missile defence system in Poland and the Czech Republic.
Russia has already threatened to hit back by targeting missiles at Europe.
Mr Ivanov said there would be no need to move extra forces to Kaliningrad if the US agreed to use Russian facilities instead of the Polish and Czech bases.
Russia says the US plans for a limited missile defence shield, including bases close to Russia's borders, represent a threat to its security.
It has proposed that the US should use a radar facility in Azerbaijan, and another installation currently being built in southern Russia.
US President George W Bush has described the idea as "innovative" but indicated that the US will press ahead with the plans for a radar station in the Czech Republic, and a missile base in Poland.
The US says its missile shield is not directed at Russia, but at what it considers "rogue states" such as Iran.
'Effective response'
"If our proposals are accepted, the need will disappear for Russia to deploy new missile weaponry in the European part of the country, including in Kaliningrad Region," Mr Ivanov said, on a visit to Uzbekistan.
"After this, you will forget about the term 'Cold War'. It will simply disappear. There simply won't be cause for speaking of it," he added.
"If our proposals are not accepted - and I cannot rule that out... an asymmetrical and effective response has been found."
Mr Ivanov is a former defence minister, and his current brief includes overall control of the defence sector. He is also seen as a possible successor to President Putin.
Correspondents say Mr Ivanov's comments indicate that US hopes of toning down Russia's Cold War-style rhetoric by hosting a relaxed weekend meeting between President Vladimir Putin and Mr Bush in Maine have not borne fruit.
Mr Ivanov is widely seen as one of the top contenders to replace Mr Putin when he steps down in 2008.
