No, the laws say any B team can go to Primera, as any C-team can play in the same division than a B, etc. That's what happened with Universidad de Zaragoza in Tercera, youth team of Real Zaragoza, they qualified to the 2ª B championship but since Zaragoza B is already in 2ª B they can't play. U. Zaragoza won 1-4 but the losers, Cultural de Durango, are the ones who will play in 2ª B due to this law.

Before the law was modified in 1990, the B teams could join Copa del Rey, that's why in 1980 the final match was Real Madrid 6 - Castilla (lately R. Madrid B) 1. :ronaldo:
