It depends on which context are you asking. I think both women and men could have sex from the age of 15, but right now the society has changed lots of things, if a 15-year old girl gets pregnant her chances of making her life are very slim, and the boy will have to many problems to feed his baby and his partner.

So if we are talking about actual times I would say that even 18 would be too young.

I think you're misuderstanding the question, in my opinion age of consent is the minimum legal age for someone to have sex, but that implies lots of things, one of them is that supposedly at that age one can carry the responsabilities that could bring having sex.

Then I'm sure it can't be 14, the law has to consider everything I said before, if the boy can carry the responsabilities, etc. No mate. Laws are not made with the "what if". Laws are made to establish common sense. Males and Females can have sex after a certain period of their body maturation. You can not say "the law has to take into consideration other stuff", because a boy can be the son of a millionare and have no problems or a kid from the streets. You make no sense what so ever.
