How long do you have to get teh ball up up and away? If the ball touches the line is it a goal? Also could the goalie step out of bounds with the ball? Or would it be considered out of bounds?

Goalkeepers originally had around 6 seconds to get rid of the ball after catching it. In addition they were only allowed to take 4 steps.

Now they are allowed as many steps as they want but still have roughly 6 seconds to clear the ball.

Regardless of where the goalkeepers body is, as long as the ball is within the penalty box the ball is deemed in play.
